The 2023 Honours List and Justices of the Peace appointments of HKSRC are published in the Government Gazette on 1 July 2023. Mr. Dennis Fong, managing partner of our Hong Kong Office, is awarded the Chief Executive’s Commendation for Community Service 2023 in recognition of his community service, particularly his contributions to the improvement of social services in Hong Kong. The Chief Executive’s Commendation for Community Service is awarded to selected persons for their outstanding performance in a single act or a single project or the service to the community. The award presentation ceremony will be held later this year.
 
Dennis’ professional background has allowed him to contribute extensively to community service in Hong Kong. Over the years, Dennis has not only held various positions in public services, but also devoted himself to charitable causes, including:

 
  • Vice Chairman of Lump Sum Grant (“LSG”) Independent Complaints Handling Committee of Labour and Welfare Government, HKSAR (“ICHC”) (since April 2021) and member (between April 2015 and March 2021). The LSG ICHC is established to handle LSG-related complaints such as misuse of subventions, non-compliance with service requirements and NGO’s management decisions which have direct impact on service performance; 
  • Member of Disciplinary Panel A of Hong Kong Institute of Certified Public Accountants (“HKICPA”) (since February 2020). The Disciplinary Committee of HKICPA, consists of lay persons appointed by the HKSAR Government, deals with formal complaints concerning misconduct by HKICPA members or their practices or registered students; 
  • Member of Appeal Panel (Housing) (“AP”) of Housing Bureau, HKSAR (between April 2015 and March 2021). The AP is an independent statutory body established under the Housing Ordinance (Cap. 283) to determine appeals lodged against the termination of lease agreements between the Hong Kong Housing Authority and its tenants;
  • Adjudicator of Registration of Persons Tribunal of Security Bureau, HKSAR (between January 2016 and June 2020). The Registration of Persons Tribunal is established to deal with appeals made under section 3D(1) of the Registration of Persons Ordinance (Cap. 177);
  • Member of Appeal Panel of Hong Kong Paralympic Committee & Sports Association for the Physically Disabled (the “HKPC & SAPD”) (since March 2021). The HKPC & SAPD is an athlete-centred organisation that supports and enables athletes at all levels to achieve sporting excellence, and the Appeal Panel is established to adjudicate any appeals arising from the verdicts determined by the Athlete Disciplinary Panel; 
  • Legal adviser of Little People of Hong Kong (since August 2013). Little People of Hong Kong is a charitable foundation that supports patients with rare skeletal diseases; and
  • Vice Chairman of Hong Kong Alliance for Rare Diseases (“RDHK”) (between December 2014 and May 2020). The RDHK is the first patient group in Hong Kong comprising cross-rare disease patients and their families with the support of experts and academics in the field.
